2017 Legislative Wrap-Up Special- Part 1


Proactive MMJ Bills

HB 2002- Decriminalize marijuana possession and make it a civil fine or a misdemeanor not a felony in most cases. (NEVER HEARD)

HB 2003- Marijuana legalization up to an ounce and growing up to 5 plants (NEVER HEARD)

SB 1045- Remove hemp with less than 0.3 percent THC from the definition of marijuana (NOT PASSED)

SB 1337- Create legal hemp industry for all hemp with dry weight THC below 0.3% (TRANSMITTED TO GOVERNOR)

SB 1481- 2 million DHS appropriation for each of three 1) ASU, 2) UofA, 3) peace officer training board to educate them and 2.5 million to county superintendents out of DHS MMJ fund (NEVER HEARD)

SB 1511/HB 2313- Create marijuana study committee with industry members to discuss purpose & benefits of MMJ (NEVER HEARD)

Anti-MMJ Bills

HB 2018- Require all grow operations to be under a roof or hardened covering (KILLED IN COMMITTEE)

HB 2258- Create education program from anti-smoking fund to teach of dangers of MMJ consumption but not use actual science and used to scare patients away from MMJ (KILLED IN COMMITTEE)

Other MMJ Bills

HB 2029- Stop CHAA movement so dispensaries can only move within original CHAA (KILLED IN COMMITTEE)

SB 1278- Create pretrial criminal intervention program for non-violent drug offenders and also require caregivers to comply with same rules as dispensary (AMENDED TO REMOVE MMJ FUNDING)

PROACTIVE BILLS- (6 total bills) 5 Not Passed, 1 Transmitted to Governor

ANTI MMJ BILLS- (2 total bills) Both Killed

OTHER MMJ BILLS- (2 total bills) 1 Not Passed and 1 with MMJ funding removed
